Photo isn't sharp enough to tell exactly what's going on. Can you please provide a sharp closeup where you see doubling? And too, always show us both sides of your coins. Thanks.

If level with the field: Stains.
If raised above the field, we need to look closer at it.
But to me it looks like a cup holder coin that transferred some of it design in the mixture of the acids from the residue from the drinks the coins are riding with.

In addition to all above, consider posting an image or two--close-in and sharp--of the feature in question, taken at a slight angle so that we can see any surface relief issues. Thanks.
