There is a 1910 S Lincoln Cent at my LCS.

The obverse is in great shape no concerns.

I don't have a pic of the obverse.

This is what the reverse looks like.

The scratch across the middle is more prominent in person.

How much does this effect the value of the coin?

I would pass. Basically a coin like that with the foreign substance I would pass. You can get a nice 10-S for under $50, wait till you find a better one.

Is it a foreign substance on it or is it a small lamination?

The scratch is a distractor though

Between the scratch, verdigris and cleaning it should be valued as a G coin or lower.

I don't care what the obverse looks like I would not want that coin in my collection . 1910-S Lincolns are not that expensive up to EF-40 clean no problems .
