I am leaning toward MS-62. ICG gave it a 63.

Always hard to tell with a 21 because there are so many bad strikes, but I think there is at least a little wear around the ear.
Luster seems ok. AU58.

Not 64 I agree with opinions around MS62 or 3.

ICG has always been solid with authentication. Especially recently, ICG is all over the lot on grading.
On a bourse floor, two things would jump out. First, the dings on the cheek are noticeable and in exactly the wrong place for eye appeal. Second, the obverse fingerprint suggests improper handling, possibly after dipping. (The coin isn't over-dipped.) I really can't see this as a 64. I agree with 62 and possibly 63.
