Sure looks like a proof, unfortunately with some obvious hairline scratches from mishandling.
If it were a business strike it would likely grade "MS detailed, cleaned". As a proof it maybe deserves a PR-61 grade.

Coinfrog -- yes, it is frustrating the way these holders so often arrive scratched up. But you can pretty much tell by looking at the scratches which ones are on the coin. The thicker, longer and whiter scratches are on the holder. The coin scratches are are shorter and mostly limited to the fields.

This one will definitely get re-holdered before I sell it.

PR65 I think most of what ya'll are seeing as scratches are only on the holder. They seem to be at a different focus depth is how I figure. The rest are common die polish marks, this is a pretty clean and nice Proof quarter.

But what do I know?

See I was way off congrats to jaobler for the correct grade and a few others got very close as well. a tough coin to grade from the photos only.

I'll stick with my PF-62 as a guess for the reholder, although I wouldn't be surprised at a PF-61. Keep us updated! You should link your ebay account to the CCF so us viewers can check in on what you have for sale.
