don't know about dollar coins, explanation aboved seems plausible, I know way back in the 50's soda shops, bars, etc used to mark quarters with paint or gouge them to identify them as "house" money used to feed the juke box and keep the crowd entertained if no one else did, then the vender would give them back to the house when they emptied the juke box, then places started getting their own juke boxes and the practice died off.
If it is marker, then a soak in acetone and a few swishes followed by a clean rinse will remove it. Do not rub the coin, that will create hairline scratches.
I worked in a place that used to mark coins when the machines malfunctioned, i.e., didn't deliver when a patron put their coin in. We used to get a credit for the marked coins, which were colored red with a magic marker.
