Or a 'filled' S Which would make this a type I variety, just like we find on all denominations in 1979 and 1981. The type II Variety will have a 'clear' S.

So got to researching some and looks like in 1990 and 1991 is OMM. Were no longer used, or at least hand punching. Is different then OMM

Or the mintmark post broke off the coin. Sometimes this looks like something that it can't be:
SBA-Error-Or-Variety.-
When the post breaks off below the fields, then the void left there on the die, will fill in with the coin stock, this making it look like it is taller than the mintmark. (note top image) if it were an over mintmark issue, it would not be taller than the mintmark. But on the same level or slightly lower than a mintmark punching that was not continued:

Note the S over a 'D'. Note the level is lower than the mintmark? Because the punching was not pursued, then it will always be lower than the raised mintmark.

CoopHome: What is a broken post on the mintmark/date closed areas? And why can this not be a over mintmark?
