I'd say MS-63 - not many surface scratches

I think there is slight wear on this coin. The obverse fields look a bit cloudy (which I suspect is due to friction), Liberty's cap looks dull on the high points, and the eagle's breast feathers appear to have a very slight loss of detail. My gut call is AU-58.

If it does make the mint state cut the relative lack of marks and bright luster should earn an MS-63.
