First off the coin has been reprocessed. (ruins the collector value.
Second the flat reduced outside/inside edges on the devices is common Machine Doubling.
Third the mark on the forehead is called channeling. They was done to enhance the design on the master hub during that time period. Common to find, but only on the earlier die states of the coins.

So there are not premium issues on your coin. Just a nice looking coin. (Finger prints to the right on the forehead) The original surface should not be shiny:

I agree, a plated coin (which ruins value) and Machine Doubling (which adds no value. In the end you're only left with a wholesale value wheatie, which is anywhere from 3 to 5 cents. Sorry there isn't better news.
