I think it's technically a close but no cigar. Would have to be 46646646, I'm not 100% sure though as modern Canadian bills are all 7 digit serial numbers.
Edit:maybe considered binary?

All banknote serial numbers are "unique". That's kind of the point of putting serial numbers there.  The human mind perceives some numbers to be "more unique than others", because of our propensity for pattern recognition. Thus, "31313131" is seen as more special than "31415926". Unless, of course, you're a mathematician and recognize that the digits in that second number are patterned as being the digits of pi. Unfortunately, there is no such significance in "46646664". From a banknote collector's perspective, it's "almost, but not quite, special". Either 46666664 (bookend) or 46644664 (radar repeater) would have been much better. Of course, there are 80 times the number of "almost special but out by one digit" banknotes than there are "actually special" banknotes.

 it's a binary but in this (worn) condition and at this (high) denomination might not be worth extra above face value.

@sap, a weird thing I was told the other day I had never noticed pie is 3.14 but 3.14 reversed(mirrored) actually spells pie:0.
413(mirrored the numbers for the word pie:p

I now have to admit that I would probably pay good money for pi, tau, or e serial numbered notes... I must make an effort to avoid looking for them now.
