It could also be struck through gritty grease or something, I can't tell if the dark colour is grease or the copper underneath the clad. since I can see what looks like nickel in the area I'm going with struck through hard grease. Better photos of the area would help, it appears to have displaced metal which would mean unlikely struck through(unless it's a struck through on a lamination peel) Edit:we also usually ask that you post front and back shots of the entire coin.
