This is a 1988 p mint dime and was wondering what the fading away on the coin is meant to be? Thank you.

The coin is damaged, possibly deliberately. It's a spender.

Note the obverse rim? That is what the reverse also had when it was struck. It was removed from the coin. The weight will be a slight less than normal.

I agree, looks to be intentionally ground down. no mint error, just post mint damage.
