Maybe a retained (or possibly fold-over) lamination?

Looks more like a struck through debris issue on that area. Note the hint of where the debris folded over the rim. (lower area may be on a different area or flattened during circulation.

Would it also be possible to get a clear picture of the NE quadrant of the reverse (especially the top of the right wheat stalk and surrounding area)? That would be almost directly opposite whatever is happening on the obverse.

There is an interesting surface appearance between the top left tip of the wheat stalk and the "E" of ONE and "T" of CENT. It may just be discoloration, but there appears to be a raised line SW from the tip of the wheat stalk from the "T" of CENT and continuing NE past the wheat stalk toward the "M" of UNUM. Maybe a scratch or die crack, but also maybe where a lam peeled away. Sharper pics will be needed to see what is going on here.
