to the forum. Your Quarter is not Improperly Annealed by any means. I wouldn't even call it environmental damage IMHO as so often this type of look is termed. It is just an older Quarter that has seen some miles and is showing its age. Sure, it has been exposed to the environment, but I have seen thousands of Quarters that look just like this. To me, environmental damage is extreme corrosion and/or discoloration and crusting on the surface of a coin such as something found while metal detecting where the coin has been buried and constantly exposed to the environment.

I know that doesn't mean anything but there's a past sell on ebay of the exact same coin color and everything it matches that coin to a tee but it's probably just somebody scamming people

"Scamming people". I couldn't have said this better myself! ebay is full of this type of junk so you have to very careful and learn your coins when dealing with ebay. There are a lot of great sellers on ebay but at the same time there are people like you described that are ruthless and dishonest people selling there just trying to make a quick dollar.
Edit: Without seeing the listing you are talking about, I cannot comment on "that" particular seller and what they sold.

I'm sorry I was trying to find it but it doesn't seem to be on there they called it the raiders quarter lol it was a while back if I come across it I'll post it the coin looks cool though never seen one black like that with no pitting and completely smooth and no oxidation

Patina is caused by many things, generally misc handling and normal circulation. If your quarter had heavier environmental build up it is now wearing off. Your appears to be a fairly normal looking quarter.

Probably had environmental damage at one point and was cleaned and circulated to what you see there.

Well it was probably a metal detector find. When they are put back into circulation they brown color eventually turns black in color. Not the tops of the devices are lighter in color than the fields? That is because of the circulation wear on the coin. Eventually it does turn to all the same color, but always looks dull in appearance. (just like your coin)
