It's Tunisian, and I only know that because

Mint Marq's Unidentified Coin

Of course I will wait for DL20K or SAP to give you the particular year and denomination, etc.

This is indeed a Tunisian coin, 10 centimes KM#222 with date AH1308 or 1891. Mintmark A is the Paris mintmark.
This coin has been struck in the name of Ali Bey, bey of Tunisia1882-1902
