This coin is really messed up. I can shine a light on it, and it looks like 1990 but not sure. Unable to get better images.

Hope I am not wasting too much of your time. I do appreciate all comments.

Just a badly corroded and damaged coin. I'd spend it and move on.

I agree with coinfrog, it is a corroded,stained, considered environmental damage. it is a spender.
