Are All Coins In A US Proof Set In PR-70 Condition?

Title says it all, I'm having a hard time finding a straight answer to this question.

Straight simple answer, no. I would guess fewer than 20% of the coins in US proof sets would be graded PR/PF70.

No, they are not. I've rummaged through piles of proof sets (each coin secure within sealed packaging) for decades. Some coins would make the PF70 grade, most others at 69, some at 68, and a very few at 67. That's been my experience, all are not PF70.
