Is this dime altered after put in to circulation or is this a mint error? The M and the E are missing the top half the letters on the reverse and the obverse looks to be altered. Thank you in advance once again,

The M and E are a weak strike and is normal for this year as stated. Most of the metal ws taken up forming the back of Roosevelt's head and not leaving enough to form the reverse devices.
