The rim tapers, but no blakesley effect. Can we get pictures of the clipped edge? Initial reaction I'll go with genuine.

Here's a couple more shots at a different angle. My cheap digital microscope won't give me a full coin shot, I do that with a loupe and my iphone! ;-). And clearly my time/date on the camera is waaay off as well.

Looks like a clip to me.
It has the dovetailed rim consistent with small clips.

I lean toward a tiny clip as well.

I lean towards clip as well, but I'm not well versed in the clipped planchet world. The S in states along with the dot and OF appear to be slightly elongated, more than the the remaining devices. Definitely some Die Deterioration there, but those letters look slightly more drawn out.
