"
The first banknotes of the Ottoman Empire were made in Sultan Abdulmecid period in 1840 AD (1256 Higerian). They were "document that has a valid value"
They were "made" because they were not actually printed, but handwritten onto paper of specific dimensions. Then they were stamped with the seals of the Sultan and Minister of finance. These notes were not liked by the local people and treated no different than a simple piece of paper, they were counterfeited often and that harmed Ottoman economy. Because of that, all the notes are retreived and burned in the court of Beyazit Mosque before the eyes of the public. New printed notes have been replaced.
Naturally, it is very difficult for those first notes to reach today, only the ones forgotten or gone abroad have survived. All the notes that were handwritten or printed in Abdulmecid (ruled the empire for 23 years) period are extremely rare. Abdulmecid's heir and next Sultan Abdulaziz who ruled for 15 years has notes in two denominations, four types.
Murat V who was on the throne for only 3 months has notes with nicer look compared to previous two Sultans'.
Abdulhamid II period (1876-1909) had notes with largest face value of 100 Kurus.
Resad period (1909-1918) has the first notes with Lira denomination. Notes equivalent to 1000 golden liras have circulated in his time.
Vahdeddin, who ruled until 1922, had the smallest denomination of 2 -1/2 Liras."

This info is from an article by Mehmet Nurcan Deniz - One of the most important Turkish numismats and author of several Turkish monetary catalogues.

I found it interesting and wanted to share.

Well here's a 10 Kurush banknote from 1852 (Abdulmecid reign).
It is printed however. I couldn't find a picture of those handwritten.

but I found a page of our central bank with a longer article of history of both Ottoman and Turkish Republic banknotes

The Ottoman Empire was also one of the few countries to issue "postage stamp currency", with specially printed stamps of 5 para and 10 para denominations issued for use as wartime emergency money in 1917. They get an honourable mention in the latest issue (March 2006) of the Australasian Coin & Banknote Magazine, in an article on unusual paper money.
