Looks like an altered regular non proof. Tooled and artificially colored.

Are you talking about "tooled" as in PMD? Longacre doubling is not the same as tooled. John1

Agree with the consensus. Diamonds have been re engraved.
Not a proof and a damaged Non proof issue.
