Just a damaged coin. It would be raised if it were there. It's not. These dies were not saved at the mint. They are removed. The V.D. B. is on the obverse on the shoulder area of the coin, just like normal for that year.
Well, this is obviously post mint damage for the 2 x's . The VDB on the reverse is only found on the 1909, got taken off until the year of your cent pictured, 1918, only on the truncation of Lincoln's coat close to the rim, below Liberty. I think paridolia is coming into play here, seeing things that are not there.
