I have what I think to be an RPM but can not find any info with a google search. The phone pictures are not great and scope pictures take heat I know, but I am posting both in hopes someone can help out on this.

Impossible. RPMs haven't been possible on US coins since 1989 when the mint mark became part of the hubbing process. Any doubling on a mint mark 1990-present would have to be a doubled die, not an RPM, and this is also not a doubled die. Looks like just a bit of Die Deterioration and perhaps a partially chipped post in the center of the P.

Now that you said that I do remember reading it somewhere. Thank you for responding. Sometimes the brain just needs a jog.

Yeah, an rpm isn't possible. However, I recently found a similar coin with the same thing you're looking at meaning this might not be a one-off coin. IMO the "p" under the mint mark looks slightly tilted, just like mine.

I know very little about stuff like this so I'm just as clueless as you but maybe this photo might help

Please no screen shots of your monitors. They are too pixelated to be helpful.
