1984 Quarter Error Looking For Insight.

Fuzzy1122 New Member United States 4 Posts	Posted 01/25/2022 09:00 am I found this 1984 quarter that when looking at the obverse you can see another outline of George washingtons head rotated and during closer inspection I found 2 spots that have raised metal almost like fibers which I'm unsure what to describe it as. They look like scratches almost but up close and through feel you can tell there actually raised metal fiber like spots. Just looking for any insight on this pictures attached.
