1984 Quarter Error Looking For Insight.

I found this 1984 quarter that when looking at the obverse you can see another outline of George washingtons head rotated and during closer inspection I found 2 spots that have raised metal almost like fibers which I'm unsure what to describe it as. They look like scratches almost but up close and through feel you can tell there actually raised metal fiber like spots. Just looking for any insight on this pictures attached.

. Looks like a worn die issue not an error or variety. Also,we do not recommend photos of your scopes monitor screen.

Guessing there die polishing lines here as well as evidence of Die Deterioration. Pic overload.

So I can see the Die Deterioration from the linked penny pic. But what is the out line of goerges head that's 45° turned? It has the same design out line top and bottom of the face profile? @coinfrog

looks like die polishing (straight lines)
and
optics issue (curve lines)
