My thoughts exactly. a perfect rim.
I think this is a Dremel job. carefully honed down to the copper core.
The edges are far too neat and perfect to have been torn or delaminated off.

As RobO411 said, it would appear to just have something on the coin. Tar or something similar, maybe? It looks like you can see it elsewhere, I have pointed it out.

Looks like something on the surface on that area. Not Elmer's glue, as you can't see through it.
