I'd say VF-30 cleaned, but not sure what the discolorations are.

Technically, it's worth 20 cents. As a collectable the Trends listing puts a VF30 at around $300. My personal take is that the Trends valuations are inflated by a good 30-40% for most coins. So, a *perfect* VF-30 for this coin might be expected fetch ~$300 at the highest, depending on the seller and the buyer. If a coin is *not* a perfect VF-30 then the price would drop. That is, it's got VF-30 level detail but the surfaces have been messed with or there's some environmental damage. Then the price should drop.

This is an attractive enough coin and, if it's been cleaned then it was not an especially harsh job. There are some collectors who are interested in planchet flaws and other oddities. Though their holy grails are usually a little more striking than this one - so I don't think that adds much in the way of premium.

My call - $200.

I think ICCS would only give this one a VF-20, yet its near VF30.

Regardless this is a very nice example and would fetch a fair price at auction since its hard to find similar examples in such good overall condition. I wouldn't sell it for less than $100 and I'd even hold out for more. Try finding a comparable example for a fair price! A nice 1881 20 cent is hard to come accross.

To be clear on my opinion...

It doesn't need a Details tag. Why would it?
If it was cleaned is was done so long ago that no one can prove it and it will never affect the value at this point.
The planchet flaw makes it more interesting but does not add value.
