The shape of the back of the head on the obverse (perhaps a Corinthian helmet), as well as the vertical lines (hair) under the presumed helmet, are diagnostic. Although the figure looks male, there are Nabataean depictions of Athena that do match this. The patch at the bottom obverse, while shaped like a shoulder (which would not be present on a Nabataean coin, I believe) looks like it may be an encrustation/deposit.
What I'd like to be able to tell here - and I can't, sadly - is whether the reverse figure (Nike?) is winged. I've seen depictions of Nike on Nabataean reverse that match the pose/shape of the figure you have here. I do see more-or-less vertical lines below the figure's arms on the OP coin, which could very well be the lower portions of the long wings on the issues I refer to.
The weight is within the range for a Nabataean AE too.
So, again, while there are other coins (from other regions) that could match some of these features, I believe Nabataea is a leading candidate.
