Probably just deliberately ground down, but crop and greatly enlarge your pics for confirmation.

Not an error, copper coating has been removed. PMD

Much of the copper plating has been ground away, leaving the zinc core to show. Not a mint error, post-strike damage. Imagine a zinc core cent being slid repeatedly across a smooth finish concrete floor, like one would see at a Costco.
