the top arrow on "L" is pointing to doubled Die Deterioration

the bottom arrow on "L" is pointint to Machine Doubling

there might be a strike thru between the letters R and T

as for your picture of a strike through, I think it is just contact marks

The DDO's on these will be on the earlobe or the motto:
2021-D-Delaware-Quarter-DDO?
Note the distorted devices on the right? That is what the DDO looks like on the motto area. The example on the left is showing Machine Doubling. That is what you are seeing out of the target areas for the doubled dies.
