Please help with this. I am not sure what exactly is going on with this dime. Is it just off-center or is it something else.

Interesting. The first (top) photo seems to show a dime sitting on top of another coin. Is this the case? Not saying it is, just looks curious. Can we see an end-on pic of the rim? Thanks.

The reverse rim looks to be flattened, probably PMD. Were encased dimes a thing?

Here is one I posted a few years ago. I believe I was told it was a Tilted collar strike.

The lead-off dime was vandalized outside the Mint. It appears that the obverse perimeter was flattened by a hollow punch while the reverse face rested on a hard, flat surface.
Error coin writer and researcher.

I fully agree with Mr. Diamond.

If the OP's coin was genuine then the reeds would be on the inside step, not on the outside perimeter. (have a good look at the placement of the reeds on the second coin that was posted by jasper62. I don't think that this is a partial collar or a tilted planchet. It is intentional damage made to look like an error.
