Looks like a medium bounce of Machine Doubling. Note the devices below that area are also affected in the same direction. The metal was pushed aside by the machine. Not a RPM punched into the die. There is no way the punch could have created that shape. Note the center of the mintmark is pushed closed.

Would you say this kind of Machine Doubling is fairly common?

Machine Doubling is not uncommon. Too, the combined effects of circulation wear and flattening (along with circulation hits from long ago) take their toll.
