To the right of the eagles head on the reverse of this Morgan, there are parallel marks that only show up with a loupe at a very specific angles. Depending on the the light/angle, they go different directions (as pictured). The coin has decent luster, even over these hairline marks.

Do you guys think these marks are mint/bag marks or could they be signs of a light spot cleaning, as the rest of the coin doesn't have marks that do this.

For reference, this is the thread where I asked about grading for the same coin from the seller photos. http://goccf.com/t/416486

(Had to get the right angle and light to get them to show up on the camera)

I don't view hairlines like that as cleaning, but PCGS may. It could be anything that scratched the coin, odds are are from another coin. I vote bag marks.
Suffering from bust half fever.

Such marks are common on Morgans, many of which did casino duty over the years and were subjected to the abrasive vagaries of various coin-moving machinery before being tossed, with zero care and respect, into large bags full of other unlucky coins, in which they were jostled mercilessly before being scooped out for the next day's service.

If the lines continue up to (under and beyond) the devices they are die polish lines, if they do not they are the result of someone trying to improve the coin - improper handling/ cleaning.

based on what you are showing us in the photos, they do not cross over the devices which would lead me to believe they are die polish lines and some may be from bags marks

Those look like die polishing lines. Look at the coin under magnification. If the lines are raised, that's polishing. If they are indented, could be bag marks or just about anything.
