1967 Lincoln Question?

I have found what I thought was another cut up penny like I have posteed weeks back, but when I got into detail about it, I saw that a couple of letters were on the beveled edge and I thought if it was cut it wouldnt have the letters on the side like this which got me to looking at the beveled edge. It is pretty round and one of the pics shows the bevel with a ring or what ever you wanna call it in the center whcih I bevel steel all day long and never left anything but a flat surface,plus the bevel is alot deeper to one side and below lincolns jacket shows on the bevel a metal seperation, what could have done this? Thanks , Glenn

Looks like someone was trying to reduce the diameter to the size of a dime. A very poor job at that.
