It does appear to be a die clash. Spitting eagle is a name given just to increase value. It's a die clash and this is a fairly strong example if you decide to keep it.

What are my options? What should I do with it? Submit it for a new classification of a die clash? Is that a thing?

Just a clash. Clashes can happen strong on some areas and the next time it will affect another area. Not something to submit. Just a die clash coin. Some are more common than others. Some are more desired than others. But to me they are not something I collect. (I'm a variety collector)

I agree it is a die clash. This type it is not yet recognize a error and in the collectors circle is not a good sell.
