So this one was interesting enough to me and had enough going on that I thought I would double check that this is just PMD and not something else. If it is just PMD , I would take any guesses on what happened!

Looks like it has been punched with something.
You can see the damage on the reverse.

That looks like armature counter stamping gone wrong, someone was experimenting. and it is considered damage.

The cross looking feature on the obverse is raised, but I didn't see an incuse area on reverse.

Thought the lines coming out from the left corner of the memorial base on the reverse were curious. Thanks all for the input. Might just keep this in my "crazy stuff people do to coins" file.

Looks like what ever used was an incuse design on the punch, leaving a raised design on the coin. Just damage. The reverse shows it was hammered into the coin.
