Probably nothing but on this quarter looks like a 'gouge' on Washington's forehead. On the reverse looks like another 'gouge' (technical term) on the 'R' in Jersey. Thoughts?

It could be misplaced metal from damage or die chips, can't really tell from the pics though.

Well, there is some post mint damage and as you said, gouges. But on the R that could ber a struck through a small bit of grease. Neither of which gives this coin any extra value though.

Incuse marks on a coin are 99% of the time, damage to the coin post strike. That is what I'm seeing on your coin. Regardless as to what they look like, if it were on the die, it would be raised above the device, not incuse on the coin.
