Under the date on the bust, could be a small lamination. At the back of the neck the collar of the coat looks weak - maybe due to die polishing.

Looks like the die was polished around the date area. This maybe dust on the gutter part of the die that wasn't cleaned off. So that is probably the first coin to be struck on that die after it was polished. Note how clean the fields are. But it is not an EDS die. So that is what I see interesting about this coin.
