I assume form your question the parallel lines in the fields are not on the plastic?

The loop near the date is on the plastic. Most of the other lines are on the coin, and will look familiar to people who know this series.

Majority of what I see are die polishing scratches. I wouldn't call the surfaces problematic, but also not original. An old dip that's retoned. PR62

my first thought was proof but I'm not into them so I'm not certain. PF60. whether it is or not the obverse surfaces do not appear to be original so your thought on that may be correct.

The grade is fair and accurate IMO. I think 62 is correct.
Proof coins of the era were not treated like proof coins are today.
They were handled, moved around, traded with collectors, re-acquired, and many were also cleaned while still in government custody.

I had to scroll down after seeing all the comments...I was definitely calling it a proof ...nice call on the proof TY2020b and good call on the grade to you as well and Coinfrog.
