Are you asking if a dime reeding has been clashed onto the cent? The reeding is part of a collar, not part obverse or reverse dies, so wouldn't show up like what is pictured.
Just split plating near the rim area. Note the UNITED is showing this as well. Not a die issue, but a striking issue similar to Machine Doubling, but not affected the devices, but the fields. Not a mule either.
