At first glance, appears to be Machine Doubling on E PLURIBUS UNUM.

Looks like MD to me. Notice how the 'IND' of Independence goes left and the 'PLUR and UN' of E. Pluribus Unum goes right? I think if it were doubling, they would all move in the same direction.

There is also an issue with extreme die wear on the first letter under the building. So between die polishing and die wear, that is why were are seeing the extreme on Independence Hall:
