This is a substantial medal: 78.3 grams, 53 mm in diameter.

it is gold plated copper. Obviously it is supposed to relate to this exposition. I cannot see an example in my internet search, and I am mostly interested if is identified in any catalogue/ has any significant rarity.

I am guessing that there were a lot of medals issued for this event.

The inscription above the building states:
Palais de L'industrie
Eleve part ordre dev S. M. L'empereur decret de 8 Mars
1853

The inscription below the bust says

"Montagny F 1852"
