I HAVE A 1964 D QUARTER THAT HAS THE APPEARANCE OF MATTE FINISH AND ALSO THE APPEARANCE OF OMM ERROR D OVER S.
I KNOW THAT THE SMS WERE MINTED IN PHILADELPHIA BUT THERE WAS TALKED THAT THEY WERE EXPERIMENTED AND MINTED IN SAN FRANCISCO.
COULD THIS BE ONE?

No. Also Denver minted, so not only no, but impossible.

There were no 'S' mints that year. The mint was closed from 1955-1965 and the 'S' mintmark was not used until 196 on Proof and business strike coins. 1974 was the last year for 'S' business strike coins, until recently it was used on quarters again. (2012-2020 information on PSCG coin Facts) They may still be using this 'S' mint on business strikes, but no over mintmarks since of the 1950's errors. After 1990, the mintmarks are on the dies, so they can't have them after that time. They are part of the design of the coins since 1990.
