Hard to say - there are a lot of old patterns on the market these days which were probably just given by the mint master to important people or friends.
In the 1970s in Australia the mint master went to court for giving pattern 50c pieces to a friend (who was also a forger) - the mint master believed it was within his right to give pattern coins to people that he felt deserved it, and the court sided with him.
