Not off-center. that would involve both sides. It's a misaligned die, and enough to affect the design, so it's a winner. Not by much, maybe $5-$10.

Umm...hub doubled is a doubled die. the design would have to be doubled for that to even be a remote possibility. Tell me you didn't mean that part ;)

It appears to be a coin struck by misaligned dies. The reverse of the coin is relatively centered but the obverse is not. That is an indication of a misaligned die strike. The fact that some amount of obverse detail is missing along with that "doubled rim" look would be the signs of a coin of this type that I would keep.
