Moderate wear all around looks F-15. Maybe VF-20.

So when you guys are grading....is the major thing you are looking for wear and evidence of cleaning/polishing?

In other words...if a coin has no wear and is uncirculated but has funk all over it..can it still be high grade? I see these rainbow coins around and I understand that they are actually more desireable. No?

A coin should be left in the condition that it is found in. Your coin has a brownish patina (tone). Coins will tone depending on the conditions that they are exposed to. Your coin shows evidence that it many have had a copper or bronze coin resting on the obverse. There is a green material (the start of bronze disease) between the dentals and what looks like a rust spot under the chin. This was probably transferred from the other coin. While this does not hurt silver coins or it's grade it does detract from it's appearance. You can use a soft wooden toothpick to remove the material without hurting the coin.
Rest in Peace

Way way better than VF-20. Maybe VF-35 or XF-40.
