I've been collecting for a couple years... Favorite Coin's are Standing Liberty quarters, Working on my type set | Coffee, Corvettes, Coins & the CCF what could be better?

The areas protected by the lettering and around the outer circumference of the coin exhibit original luster and natural toning. The center lacks toning and the original surfaces, so I think this example has an old cleaning.
This is a toss up between 50 and 53, I will go for AU-53 because PCGS doesn't down grade for a minor cleaning.

And I'm pretty sure this coin will grade straight. Circulated coins by definition have spent time in hands and in pockets. Hands are usually coated in dermatological oils that chemically attack surfaces, and pockets consist of cloth that gently abrades. Both cause wear, both can deter toning, and both interact primarily with the "unprotected" center of the coin. Rim toning is a natural process brought on by any number of circumstances. Coins stacked in rolls over many years is an obvious example, but the condition also arises if micro-contaminants accumulate in oil that has aggregated around the edges of coins, but has been removed from the center of the coins as they circulate. I'm at AU50, only because the coin hasn't much luster.

I completely agree with your explanation. I know that many different factors can lead to wear and toning removal on a coin. I find it hard to believe that a 189 year old coin never developed central toning. Also, this coin clearly hasn't circulated in many years. So I just assume that there has been some kind of cleaning. Whether it was rubbed with a microfiber cloth, rubbed in someone's pocket, or taken to a belt sander, it is all catagorized under "cleaning" in my book. I am 95% confident this is straight graded.

Not seeing much, if any, wear on the usual points. AU55-58 sharpness to me. Personally, I like this CBH. It's hard to judge luster from Internet photography sometimes, especially when toning is involved (this is not a knock on OP's photograpy, which is great, just an observation in general.)
Truly fully toned bust halves with attractive iridescent/rainbow colors are rarer than hen's teeth and often priced accordingly.

These are the seller's images. I don't have the coin in hand yet. I will say that it is straight graded.
Was is cleaned or dipped at one time? Probably, I would argue that most CBHs have been.

Likely had an old dip that's retoning, as so many have. I can't get a good feel for luster on this one. I'm at AU53, but could see a one grade swing either way
