To me, the clip was created/added after the token had already been struck. I don't see any Blakesley effect on the rim opposite the clip nor do I see any of the expected strike weakness near the clip - these would be hallmarks of a clipped planchet.

Also I don't see the "dovetail" on the rims at the edge of the clip.
Intentionally done.
