The "mint" doesn't make or have anything to do with making paper money; they only do coins. In America, paper money is printed by the Bureau of Engraving and Printing (BEP). The BEP and the Mint are completely separate branches of the Treasury Department of the government. Perhaps we can take it as evidence as to the efficiency of the Fed's program to remove damaged and graffitied notes; such notes are so "rarely" encountered by the general public, that people think "hey, that's unusual" when they see one.
