I was checking for Wide AM on a 1999 penny and noticed the OF was almost completely gone and that the lower half of states was very faint while United and America were clear as can be and the Lincoln memorial had supreme detail you could still see each step it looked BU but I don't know what to make of the above, any thoughts? Sorry No Pics my camera can't zoom in that far to show the detail required to show you.

Most likely it's a common case of a somewhat weak strike. Often the letters you mentioned do not fill in all the way because they are exactly opposite the shoulder area on the obverse, which is a very deep recess in the die. In a weak strike situation, the dies do not come together with enough force to completely fill in the design on both sides of the coin in the highest relief areas.
