Just a badly deteriorated die, it is called Die Deterioration caused by using the die past it's normal life.

It is extreme die wear wear. The die is showing flow lines. On the reverse, if this is the same coin, the reverse die was mated to a fresher die. (obviously the reverse die from the original die marriage was retired)
