It's worth face value. What you are seeing is post-mint damage like it was rolled over in a parking lot for a while. It's not a mint-produced error.

With this amount of damage, it could be potentially be worth less than face value, if it cannot go into a coin counting or vending machine.

For example,
I would think that a checkout machine at a supermarket would reject it.

Hard to imagine how a coin can get that damaged around the rims.
Might have to take it to the bank to get your 25 cents back.

Yes, a heavily damaged coin--post strike. As noted, worth a solid 25 cents.

It looks like this coin was at the bottom of the mountain when the mountain's "head" fell off some years ago.
